Fife Council ran the rule over 15 cars and all 15 passed first time, joining the 100 per cent club.
The previous mark after tests in September last year was 94 per cent.
Billy Ferguson, service manager of fleet operations at the council, said: "I’m delighted to report the 100 per cent pass rate.
"The West area tests were carried out differently last year.
"Most of the vehicles were tested earlier in the year which only left a few to be tested this time around.
"The operators should be congratulated for their first-class efforts in continuing to maintain their cars to a very high standard."
