Can't be bothered looking into the background of this, but it's full of waffle, and largely devoid of what's being done in concrete terms.

But there's definitely a strong allusion to cross-border working here, but if upping standards is intended to retain local drivers in terms of actually licensing locally rather than 'shopping' elsewhere, then it all seems fundamentally contradictory :-s

(And there's also a further nuance with regard to the particular reference to HCs, but precisely what that's all about is anyone's guess :? )


RBC updates policy to retain Rushcliffe taxi drivers and enhance passenger safety

Rushcliffe Borough Council (RBC) has approved changes to its taxi and driver policy that will help to encourage and retain local drivers and enhance passenger safety.

At RBC’s Full Council meeting yesterday (November 27), updates to its Hackney Carriage and Private Hire Licensing Policy were agreed, with a particular focus on Hackney carriages to improve coverage in rural areas where public transport options remain limited.

The updated policy highlights the authority’s aim for more local drivers, safer vehicles, and stronger safeguarding measures to protect all who use local taxi services.

RBC is also preparing for forthcoming government reviews into taxi and driver licensing, including proposals for mandatory CCTV in all taxis and private hire vehicles.

Ahead of these national reviews, the report recommended that RBC review and consider the introduction of CCTV in Rushcliffe taxis and its own fleet vehicles.

These measures also highlight the Council's commitment to safeguarding initiatives, aligning with the international White Ribbon campaign to end violence against women and girls.

RBC’s Cabinet Portfolio Holder for Environment and Safety Cllr Rob Inglis said: “We’re really pleased that Councillors supported these changes to our policy, so that we can move forwards progress these safety factors sooner rather than later.

“It will all help to increase the number of Rushcliffe registered taxi drivers and ensure Rushcliffe residents have access to safe, reliable, and well‑regulated taxi services.

“We’re keen to have additional safeguarding measures in place as soon as possible to further protect both drivers and passengers, especially women and girls using taxis.”

(The above initially talks about an updated policy, and then about a report. They sound like two different things, but precisely what isn't clear - the word 'report' sounds like maybe the precursor to the updated 'policy', but that's not clear at all...)

But it all gives the impression that nothing much has actually been changed, and they're waiting for parliament to do what needs to be done.

In the meantime, for PR purposes they're spinning all this stuff about women and girls and safety, and white ribbon campaigns, safeguarding etc :roll:

Of course, I could be completely wrong, and can't be bothered looking at the detail.

But as regards an official press release portraying concrete and compelling information, the above just doesn't cut it [-(

I would guess that the revised policy was provided to the Councillors in draft form and a report from the licensing team accompanied the draft policy.
I would also guess that some measures have been added similar to the ones in our new policy which will do absolutely nothing to retain drivers and will probably have the opposite affect.
I would further guess that the revised policy will now go out to consultation where everyone can have their say before all their comments are ignored and the policy implemented around April 2026
