Which is all very well, and I'm not sure if penalising drivers for that is a thing elsewhere.

But must be difficult to decide when in fact a driver pulls off for the reason indicated below :?

Rother taxi drivers may soon be expected to follow new rules, if changes gain the support of councillors.

On Monday (January 12), Rother District Council’s Licensing and General Purposes committee is due to consider whether or not to back revisions to a penalty point scheme covering the area’s Hackney Carriage and Private Hire trade.

The changes set new ways drivers can be given penalty points and new restrictions include vaping in vehicles, as well as parking on pavements and/or disabled bays.

The revised scheme would also see drivers penalised for deliberately driving away from a taxi rank while a passenger with assistance needs is approaching. This behaviour would carry a six point penalty.

Any driver or operator who accrues more than 11 points would be referred to a council licensing panel, which would consider whether further disciplinary action is required.

If given the committee’s backing, the proposed scheme would be expected to be put to a full council vote at a subsequent meeting.

More virtual council signaling.

Impossible to prove that the driver didn't get a phone booking or need the loo.

I had an incident a few months ago when the driver in front of me pulled off the rank when he saw a wheelchair user heading out of the station towards him (he was first off) I pulled forward and was getting my ramp ready when he pulled back on to the rank behind me! I approached him and he said he had a job booked then they cancelled as he pulled off the rank.
I did the decent thing and said to go in front of me but he declined :-#. We had words and I reported him along with my Dashcam recording. Unfortunately as the passenger didn’t want to make a formal complaint all the LO could do was issue ‘words of advice’ to him. I’ve since gave him words of advice as well!

It's not acceptable in this day and age. I was rather surprised a few weeks ago doing a rail replacement bus in Rochester at 3 o'clock in the morning to get a wheelchair user wanting to board my bus. No problem, lower the suspension, leave the cab, open the ramp, mater declined help getting on, and quite happily mad his way to the wheelchair bay. Ramp folded in, close doors and away. I know it's a bit more involved with a WAV but their money is as good as anyone else's.

proving they were not on their way to a job will be very difficult
