Thought this might be another airport parking thing - Birmingham Airport is in the Solihull Council area
But no mention of the airport in the piece, and looking at the maps the affected area doesn't look particularly close to the airport - must be five miles at least:

And no particular evidence that the vehicle in the single photo is a 'taxi' either - it just looks like an abandoned car, although obviously of a type often used in the trade.

Coun Prish Sharma said locals living in around half-a-dozen roads in the Solihull Lodge area were unable to park outside their homes because of vehicles left on the roadside.
Affected streets include Peartree Crescent, Oxhill Road, Grafton Road, Granville Road, Mayton Drive, Greenslade Drive and Kilcote Road.
Coun Sharma confirmed separately to BirminghamLive that the problem cars were believed to be taxis.
He said he had been raising the issue for months and hoped the meeting would be an opportunity to get a resolution.
He said: "I'm pleased to announce a public meeting on Tuesday, January 6 to address the ongoing issues of inconsiderate parking around Solihull Lodge streets.
"I've been advocating with the council for the last few months to resolve these concerns for affected residents, and now it's time for us all to come together and have our voices heard."
The meeting will take place at Solihull Lodge from 4pm to 5pm on Tuesday and is open to all.
