Taxi driver suspended after third conviction for using phone https://www.theboltonnews.co.uk/news/25 ... ing-phone/ A taxi driver has been suspended for two months after being convicted for using his mobile phone for the third time. He appeared before Bolton Council’s licensing committee along with a representative on November 18, and the minutes have now been published. The committee said that he had breached the requirements of his private hire licence when he was fined for the offence on March 20. They said this was the driver’s third conviction for this and was classed as “a major traffic offence” as he had been given six penalty points. They added that “a conviction of less than three years would generally mean that the licence would be revoked”. They said the driver “also admitted to not wearing a seat belt” which also breached the conditions of his licence. The committee voted to suspend the driver’s private hire licence for period of eight weeks and no action to be taken on his vehicle licence or operator licence. |

The Bolton News wrote: They added that “a conviction of less than three years would generally mean that the licence would be revoked”. Something lost in the translation there? |

Bolton Council licensing minutes wrote: In coming to its decision the Committee took account of the following, viz- - The breach of requirements as to control of the vehicle mobile phones conviction from 20th March, 2025. This was the driver’s third conviction in this regard. In accordance with the Council’s Statement of Fitness and Suitability this was classed as a Major Traffic Offence as the driver had been given 6 penalty points and a conviction of less than three years would generally mean that the licence would be revoked. The newspaper has just lifted it from the official minutes. I assume the three years is a reference to a window within which only a specified number of transgressions of whatever kind can be allowed. Or something like that

I would say the driver got away with it many councils would have revoked after the second if not the first offence ( if there were other points such a speeding) |
