Not really clear what's been suspended here, because it refers to licences, but precisely which licences are unclear. Looks like he may have several plates, but that's not wholly clear either, or whether his plates have been suspended as well as his badge? And not clear precisely what he's done wrong either, in least in terms of detail. But it's presumably a bit more than failing the odd compliance test. Stratford District Council, which issued the unnamed 46-year-old driver’s licences, said a three-month ban had been imposed ‘following multiple breaches of licence conditions’. A meeting of SDC’s licensing panel was told the driver had failed to comply with vehicle testing requirements, had poor record‑keeping practices, and had continued to breach conditions despite several written warnings. The driver, the council added, had submitted vehicles for MOTs which subsequently failed, which was also in contravention of licence expectations. In addition to the suspension, the panel recommended that the driver:
- Undertake daily checks on his vehicles - Reacquaint himself with the policies and conditions relating to Private Hire Vehicles, Hackney Carriage Vehicles, and Private Hire Operator licences Cllr Lorraine Grocott, environmental and neighbourhood services portfolio holder, said: “Public safety is of vital importance when considering whether a driver is fit and proper to hold a licence. The standard of vehicle safety is critical, and licensed vehicles undergo regular testing to ensure they are safe and roadworthy. The standard of this driver’s behaviour has fallen below what is expected by the district council.” A 21-day period in which to appeal the decision has passed, SDC said. |

In other words demonstrate that they'll cut working hours and invest their time and money in unprofitable administration |

I suspect the failures weren't merely down to a bulb or two, and more than likely repeated. But instead of suspending the fella, why not make him do several more checks a year until he mends his ways?
