Short and to the point, but still a total clanger - makes it sound like he's an existing driver, so it was maybe a renewal, but doesn't give that impression either 8-[

But it says 'taxi licence denied', but then says he's a 'taxi driver' refused a private hire licence, as if it's some sort of extra that taxi drivers apply for.

But the minutes suggest that it's simply a new application, surprise, surprise

A taxi driver has been refused a private hire licence after being arrested on suspicion of strangling his wife.

He appeared before Bolton Council’s licensing committee last month, and although his identity has not been revealed, the meeting’s minutes have been published.

The driver had been arrested in 2022 after his wife contacted the police, but would later ask for no action to be taken.

He denied the incident, but the committee said they didn’t find this credible and expressed concern he might pose a risk to passengers.

They said they found that “on the balance of probabilities a serious incident did occur”.

They denied his application for a licence to drive a private hire vehicle after finding he was “not a fit and proper person to hold a licence at this time”.

Minutes here (pages C3 to C4), and nothing to suggest it's anything other than a bog standard new badge application.

I would hope the committee had a bit more evidence before them than the minutes indicate.

Of course, the fella can appeal, but I doubt he will.

All that aside, I'm not sure 'Director of Place' is much of a title. :-s

But this is the actual text from the official papers, which has just been rehashed in the piece above. But with A Lot Of The Capitalisation Removed :lol:

(The press tends to be less keen on Capitalisation than the people who write these things for local councils.)

Anyway, this is the official text. Lucky to get away with this, particularly since he could have at least been given one of those suspensions of a few weeks which I think Bolton councillors often mete out. But just a slapped wrist, basically :-o


MISCONDUCT BY LICENSED PRIVATE HIRE DRIVER

The Director of Place submitted a report which set out details
of alleged misconduct by a licensed private hire driver. The
report set out details of the alleged misconduct.

The driver and two representatives attended the meeting.

It was moved by Councillor Grant and seconded by Councillor
Donaghy that the driver be issued with a warning letter as a
warning and a deterrent.

The Motion was declared carried and it was specifically
resolved – That the driver be issued with a warning letter
regarding his conduct in respect of his licence to drive private
hire vehicles and also in respect of his vehicle licence.

In coming to its decision the Committee took account of the
following, viz-

- The conviction form 22nd July, 2025 regarding failure to
give information as to identity of driver, which was a
Major Traffic Offence under the Council Statement of
Fitness and Suitability. Normally in such circumstances,
in applying the policy, the licence would be revoked;

- The driver also breached the conditions of his licence by
not reporting the above conviction on time;

- The driver also admitted to attending a speed awareness
course at the meeting which he had not previously
declared; and

- The Committee did take into account the domestic
difficulties the driver had experienced.
