The men, aged 19 and 28, both from the Oxfordshire town were arrested on suspicion of criminal damage after the incident at about 03:30 BST on Monday and remain in custody.
No injuries have been reported.
The southbound side of Woodgreen Avenue remains closed and "a number" of properties have been evacuated while an investigation is undertaken, police added.
