Almost didn't bother reading this on Taxi Point, because it looked fairly routine, and there must be lots of cross-border enforcement paartnerships and protocols around involving Wolverhampton Council now.

However, it's not actually what it seems at first glance - it's not allowing local LOs to inspect cross-border Wolves cars, or anything obvious to do with what Wolves LOs get to do within the Nuneaton and Bedworth Council area.

Instead, it reads like it's about allowing Wolves LOs to inspect Nuneaton and Bedworth-licensed cars working within the Wolverhampton Council area :-s

Seems odd to think that, at first glance at least, there's a particular problem with Nuneaton and Bedworth cars working in the City of Wolverhampton?

So I'm wondering if it's maybe a bit more about the council here delegating/outsourcing the compliance and enforcement stuff to another council, and obviously Wolverhampton does a fair bit of that kind of thing nationwide.

Therefore maybe just like Wolverhampton actually performs the whole licensing function on behalf of South Staffs Council at the moment?

Nuneaton and Bedworth Council is certainly not a million miles away from Wolverhampton - just on the other side of Birmingham, in simple terms. And I doubt that particular council licenses a huge number of cars and drivers, thus probably isn't very efficient, at least in financial terms and getting LOs on the ground, sort of thing.

So it could just be an economies of scale sort of thing, as opposed to how it looks in the headline. Like Eastbourne and Lewes councils having a shared licensing function, I think Sussex said.

In fact, if I hadn't spent so long typing all that out, I'd have had time to have a quick look through the official council papers, which might have made it all clear immediately :-o


Nuneaton and Bedworth Council approves Wolverhampton taxi and PHV enforcement partnership over cross-border licensing concerns

Nuneaton and Bedworth Borough Council has approved a new enforcement arrangement allowing officers from City of Wolverhampton Council to carry out taxi and private hire enforcement action against drivers and vehicles licensed by the Warwickshire authority.

The decision was confirmed during a meeting of the council’s Licensing Committee held on 11 March 2026 under agenda item LIC19. Councillors agreed to “discharge authority” to Wolverhampton City Council officers for the purpose of cross-border taxi and private hire enforcement.

According to the committee minutes, the report presented by the Licensing Team Leader gave members “an opportunity to consider discharging authority of taxi and private hire enforcement of Nuneaton and Bedworth Borough Council (NBBC) vehicles to Wolverhampton City Council (WCC) officers for the purpose of cross border taxi and private hire enforcement”.

Councillors subsequently resolved “that authority be discharged to WCC Officers to carry out taxi and private hire enforcement on NBBC licensed drivers and vehicles.”

The arrangement reflects the continued operational challenges facing licensing authorities as increasing numbers of taxi and private hire vehicles work across council boundaries. Cross-border hiring has become a growing issue within the industry following changes in booking models and the expansion of app-based operators.

The move could strengthen roadside checks and compliance activity involving Nuneaton and Bedworth licensed vehicles operating outside their home district, particularly where local enforcement officers may have limited jurisdiction.

Wolverhampton has become one of the UK’s largest licensing authorities for private hire drivers and vehicles, with many licensed operators working nationwide.

The Licensing Committee minutes were published as part of the authority’s Licensing Committee agenda pack dated 28 April 2026.
