I assumed at first this was an HCD and some kind of overranking scenario. But actually a PHD and nowhere near a rank, I'd guess :?

Man 'punched' by taxi driver outside Oxford library

A man faces the prospect of permanent facial paralysis after an alleged assault by a taxi driver outside a city library.

The man, who is in his mid-60s and wishes to remain anonymous, said he was punched as he walked into Summertown Library to use the computers on March 23, after confronting the driver for parking in a disabled bay without a Blue Badge.

He said he asked the driver to display a badge because he was worried he might get a ticket, but claims the driver snapped back, got out holding a drink can and started to walk away.

The alleged victim said he offered to bin the can if the driver moved his taxi, but alleges the driver swore at him, snatched the can back and began pushing him across the road.

As they argued, he said the driver raised his arm as if to throw a punch.

Fearing that a woman eyewitness who had intervened could be struck, he alleges he put his arm out to move her aside, before the driver shouted that he had assaulted his wife and punched him in the face.

Library staff brought the injured man inside and he called Thames Valley Police, saying it took around 45 minutes for officers to arrive.

After giving his statement, officers drove him to the John Radcliffe Hospital A&E, but he left due to a long wait, despite feeling sore and dizzy.

Later that night he found he could not eat and felt the back of his jaw “dropping”, so returned to hospital at about 1am.

Doctors carried out scans and found the right side of his jaw was fractured and admitted him for surgery.

He was discharged almost two days later, but was readmitted on March 31 after developing an abscess and said he underwent a second operation after failed draining attempts, being discharged five days later.

He said: “I could be permanently paralysed as there’s no guarantee there won’t be nerve damage through the impact.

"They said to give it 18 months and if the nerve sensations don’t come back on that side of the face then that’s that.”

In the meantime, he says he can only open his mouth a small amount and must use wooden spatulas daily to gently stretch his jaw.

It is understood the taxi driver has a licence through Oxford City Council.

A statement from Oxford City Council said: “We have received a report and are working jointly with Thames Valley Police to investigate this in line with council policy and enforcement procedures.

"We are unable to give any more details due to the police investigation.”

Thames Valley Police said no arrests have been made at this time.

A spokesperson for the force said: "Officers are conducting a thorough investigation and ask anyone with information to contact the force on 101 or by reporting online quoting reference 43260141632.”
