Quite a bit of detail here. And, for a start, no point getting hung up about the HC/PHV distinction.

It says he showed his false documents to a 'taxi' operator, which is presumably a private hire operator.

And also says he had a roofsign with 'taxi' on it, so presumably it was an HC he was posing as. So maybe an HC working on a mixed circuit :?

And, as is sometimes the case, the official council advice makes it sound like you can only pre-book 'taxis' and PHVs, and no mention of public hire and the distinction between the two. :?


Former taxi driver convicted for fraud and insurance offences after forging licence documents

Vale of White Horse District Council has successfully prosecuted a former taxi driver from Kennington near Oxford who admitted to fraud and insurance offences after forging licence documents to continue working as a licensed driver.

At a hearing at Reading Magistrates’ Court on 24 April Stuart Thomas Sharp, 54, of Meadow View Road, Kennington, was sentenced after pleading guilty at an earlier hearing to five charges.

He was sentenced to 24 weeks in prison suspended for 12 months. His DVLA licence was also endorsed with 8 penalty points for driving without insurance and he was ordered to pay a contribution towards the council’s costs of £900 and a victim surcharge of £156.

The court heard that in May 2025, the council received information from a member of the public that a person they’d had an altercation with some months earlier had subsequently been seen as a “taxi driver” picking up and dropping off a passenger at Radley College and were able to identify the registration number and licence plate number of the vehicle. The vehicle was also displaying a roof sign which identified it as a ‘taxi’.

A search of council records revealed that the vehicle had not been licensed with the council since August 2023. The registered keeper and sole insured was Stuart Sharp. Mr Sharp had not been licensed as a ‘taxi driver’ since January 2023.

Despite this, he continued to work as a taxi driver, picking up passengers and accepting bookings without a valid licence.

The court heard that Mr Sharp forged his own licence documents, including his taxi licence, badge and vehicle plate, and presented them to a taxi operator as evidence that he was licensed when he was not. When later asked to return the documents to the council, he claimed he had thrown them away. However, ANPR images of the vehicle clearly showed this was untrue

In sentencing, magistrates agreed that these were serious charges, covering a long period of time, with planned deceit, and they set sentencing at the highest category.

As well as the suspended custodial sentence and DVLA points, Mr Sharp was also required to pay a victim surcharge of £156 and a contribution towards costs of £900, totalling £1056 and comply with a rehabilitation activity requirement.

Councillor Helen Pighills, Cabinet Member for Community Health and Wellbeing at Vale of White Horse, said: “This case shows a clear attempt to undermine public safety, the licensing regime and bypass important safety checks. Forging taxi licence documents is a serious offence, particularly in a role where passengers must be able to place their trust in licensed drivers.

“Our priority is keeping people safe, and we will take action against anyone who operates unlawfully or tries to deceive the system.”

How to stay safe – book licensed taxis only

Licensed taxis and private hire vehicles in Vale of White Horse:

    Display a council-issued licence plate on the rear of the vehicle.

    Drivers must wear their official badge at all times.

    Book through a licensed operator, never accept offers from un-booked vehicles.

    1 - Fraud by False representation – paragraph 2 of the Fraud Act 2006

    2 - Driving without insurance – paragraph 143 of the Road Traffic Act 1988

    3 - No person shall knowingly use a vehicle without a current vehicle licence being in force – paragraph 46(1)(a) of the Local Government (Miscellaneous Provisions) Act 1976

    4 - No person shall knowingly act as a driver of a vehicle without a current driver’s licence being in force – paragraph 46(1)(b) of the Local Government (Miscellaneous Provisions) Acy 1976

    5 - Knowingly displaying signage or other markings on a vehicle to suggest it is a ‘taxi’ – paragraph 64 of the Transport Act 1980

That sounds a bit odd - as if a fairly random member of the public suspected he was a fake driver in a fake vehicle without obvious reason to think that.

But maybe they were just reporting him about the earlier altercation, and just assumed he was a legit driver. And then the council checked the records...

I wonder if that's maybe misrepresenting things a bit? Maybe the return of documents thing was when his legitimate licences were no longer valid, but that makes it sound like he was being asked to return the false documents.

Also unclear whether he was revoked, or just let his licences lapse, or whatever.

Anyway, although there's ostensibly quite a lot of detail in the press release, in some ways it does seem quite muddy :?

To me it sounds like the latter, and the individual was complaining to the council, questioning his fit and proper status.

Looks like his licenses lapsed, and maybe the license seen on the ANPR was his plate.
