Unlicensed driver convicted following Council prosecution

Carmarthenshire County Council has successfully prosecuted an individual for operating as an unlicensed taxi driver on school transport routes.

At Llanelli Magistrates’ Court on Friday 17 April 2026, Mr David Rhydian Thomas, of Windy Corner Coaches, was convicted of conveying children on a school run on five occasions between 1 October and 8 October 2025. Mr Thomas was found to have driven a licensed private hire vehicle without holding the required Hackney Carriage/Private Hire Dual Driver’s Licence.

The court heard that Mr Thomas had previously received a formal warning on 15 October 2024 for driving a licensed vehicle whilst unlicensed. Despite this, further offences were committed.

Mr Thomas pleaded guilty by post. He was fined £666, ordered to pay a Victim Surcharge of £266, and costs of £1,762.

Carmarthenshire County Council’s Cabinet Member with responsibility for enforcement, Cllr Aled Vaughan Owen said:

The safety of children and the wider public is our absolute priority. Licensed drivers are required to meet strict standards designed to protect passengers, particularly when transporting school children. This case sends a clear message that we take breaches of licensing regulations very seriously and will not hesitate to take enforcement action where necessary.”

Carmarthenshire County Council’s Licensing Team continues to work to ensure all drivers, vehicles, and operators comply fully with legal requirements, helping to safeguard passengers across the county.
