Bolton Council refused private hire driver's licence

A would-be taxi driver has been refused a private hire licence over a previous conviction for driving without due care and attention.

Bolton Council documents show that a behind-closed-doors meeting at Bolton Town Hall considered a report setting out concerns about the applicant's suitability for a private hire driver's licence.

The minutes show that the council’s licensing committee felt the man would not be a suitable person to hold a private hire licence because of his previous conviction.

The documents said: "The conviction from January 1, 2026, of driving without due care and attention was an intermediate offence under council’s statement of fitness and suitability and a conviction date of less than two years would generally mean that an application would be refused.

"Therefore, there is reasonable cause to refuse to grant the private hire drivers’ licence."

A report was put before the committee by council director of place, Jon Dyson, while the applicant's Uber profile was also sent around to all parties involved in the meeting.

The applicant attended the meeting alongside his representative and all parties were given 15 minutes to put their case forward.

Cllr Ryan Bailey, of Astley Bridge, moved that the man’s application for a private hire drivers’ licence be refused, which was seconded by Cllr Maureen Flitcroft, of Farnworth South.

The committee voted unanimously that the application be refused.
