Delivery driver caught on bike without licence to drive Glasgow private hires

Police Scotland said the food delivery driver was using a type of bike which required the rider to have a licence.
A food delivery driver caught using a motorised electric bike — with a top speed of over 40mph — without a licence has secured permission to drive private hire cars in Glasgow.
Police Scotland objected to Harpal Singh’s licence bid due to his conviction, which wasn’t disclosed on his application form.
An officer told the city’s licensing committee that Mr Singh’s bike had a “push throttle button”, allowing it to be “propelled without the pedals to a maximum speed of 43mph”.
She said the applicant was using a class of vehicle which required a driver’s licence.
The committee decided to grant a private hire car driver’s licence for a restricted period of one year, rather than the three years requested.
A warning was issued over Mr Singh’s future conduct.
The applicant, who also didn’t have an insurance policy, was disqualified from driving for 55 days and fined £350 as a result of the incident.
Cllr Alex Wilson, SNP, who chairs the licensing committee, said: “You decided to do some food delivery and you were using the e-bike for that but you didn’t check up on any rules or regulations as to what you would need?”
Mr Singh said he knew other drivers had the same bike and he didn’t know he needed a licence or insurance.
He had made a mistake, he added, and said he didn’t disclose the conviction on his application form because it didn’t relate to driving a car.
Cllr Sean Ferguson, SNP, said: “I’m sure on the form the terminology is any offence, not just those pertaining to a car.”
He recorded his dissent with the committee’s decision.
