This looks potentially quite interesting. But it's quite brief, and couldn't find any background - presumably it's just something found in the minutes.
But not clear if illegally touting for work means what it actually says. Often it just means plying for hire. Or just simply working. In this case perhaps in London without the proper licences in place.
Of course, no doubt the technicalities are bang on in the official papers. But not necessarily in this brief BBC report.
Certainly fined quite a lot of money, though. Assuming, of course, the money was *fines*

A taxi driver who did not declare he was convicted of multiple offences for illegally touting for work in London had his licence revoked by a Berkshire council.
The driver, who has not been named, was licensed by the Royal Borough of Windsor and Maidenhead (RBWM) until a DBS check revealed the four convictions from October 2025.
The council said they were found to have committed offences in July 2025, which included accepting passengers in the capital despite not having a private hire operator licence. They were fined a total of £6,187.
RBWM said unlicensed drivers "deceive the public" and "completely undermine the licensing system".
