Was thinking that this is where they've been chuntering on about the zones and knowledge tests and fares for years now after the amalgamation. Yet this seem to be about unrelated stuff, but still relevant? Well, look closely and it's all binned off in one sentence Northampton taxi drivers face changes to safety checks, English tests and vehicle rules under new council proposals https://www.northamptonchron.co.uk/news ... ls-9282518 Taxi and private hire drivers across West Northamptonshire could face revised English language tests, medical requirements and criminal-record checks under proposed licensing changes – while rules requiring first-aid kits and fire extinguishers in vehicles could be scrapped. West Northamptonshire Council (WNC) has launched an eight-week consultation on changes to its Hackney Carriage and Private Hire Policy, which governs taxis, drivers and operators across Northampton, Daventry and South Northamptonshire. The review, the first since the existing policy took effect in April 2024, includes changes designed to strengthen passenger safety while simplifying requirements for the taxi trade. Among the proposals are clearer English language proficiency requirements, updated medical standards and stricter arrangements for Disclosure and Barring Service (DBS) checks. Drivers would also face revised obligations to report relevant incidents and changes in their circumstances to the council. One potentially significant amendment involves removing existing requirements for first-aid kits and fire extinguishers from licensed vehicles. The detailed draft policy identifies this change but does not explain the reasoning behind it. Another proposed amendment would increase an age threshold relating to driver medical examinations from 60 to 65. Vehicle identification rules would also be updated, including changes to door signage and restrictions on private hire vehicles displaying words such as 'Taxi' or 'Cab'. The council is maintaining Euro 6 emissions requirements for new and replacement vehicles, while postponing a wider review of existing taxi zones. Officials say the changes follow discussions with drivers and operators who requested a simpler, more consistent licensing system. Councillor Andrew Last, WNC's cabinet member for HR, corporate and regulatory services, said: "Our policy is designed to keep passengers safe while ensuring a fair and transparent system for drivers, vehicle owners and operators. "We're proposing a number of updates based on changes in legislation, lessons we've learned, and feedback from the people who work in the industry every day." The council says protecting children and vulnerable adults remains a central consideration, alongside ensuring vehicles meet appropriate safety and environmental standards. Residents, taxi drivers, vehicle owners and operators can all comment on the proposals before the consultation closes at midnight on Sunday, December 6. Full details and the consultation are available at www.westnorthants.gov.uk. |

Quote: One potentially significant amendment involves removing existing requirements for first-aid kits and fire extinguishers from licensed vehicles. The detailed draft policy identifies this change but does not explain the reasoning behind it. Well we all have a fair idea of the rationale on here, and have done for many years now But I suppose that, to a member of the public (or Fife councillor or official ) it might ostensibly look like it's anti-safety Quote: Another proposed amendment would increase an age threshold relating to driver medical examinations from 60 to 65. That certainly looks slightly odd, because the trend is normally for that sort of stuff to be going the other way? Although that certainly looks a tad older than our spec in Fife, although ours isn't the most onerous around. Although I think there are still some councils in Scotland which aren't Group 2. In England, no doubt all that's available via the local authority search thingy on Taxi Point Quote: The council is maintaining Euro 6 emissions requirements for new and replacement vehicles, while postponing a wider review of existing taxi zones. Which presumably means that whole knowledge thing is being kicked down the road?
