This I find very interesting because the police are refusing to employ Polish EU workers on the grounds that they can't fully check their suitability as a fit and proper person? I wonder how the courts would react to that? Is there any reason why a Criminal Background check to become a police officer should be more stringent to that of a Cab Driver? ______________________________________________ The Express January 20, 2007 Saturday HEADLINE: Polish cabbie faces licence delay COUNCIL chiefs are to set up a special team to check the background of a taxi licence applicant who lives in Poland. Warsaw cab driver Pawell Chromy wants to ferry fares around Ayrshire. The 24-yearold plans to settle near relatives living close to Ayr. He applied for a private hire operator's licence to South Ayrshire Council, which has to consider his case under EU rules - but cannot grant the licence without full criminal conviction checks. Councillors had to continue Mr Chromy's case for two months while staff set up a unit to check him out. The council's legal adviser, Dan Russell, admitted: "We could be seeing a lot more applications of this type. We need to devise guidelines." More than 40,000 Poles have moved to Scotland since the EU opened its doors to the country in 2004. Police chiefs scrapped plans to recruit new officers from former Eastern Bloc countries because it was not possible to vet them fully. Superintendent Niven Rennie of Strathclyde Police said: "At the moment we have no way of accessing Polish police records." Community safety councillor Hugh Hunter said: "This is something we're going to have to deal with. "We have a duty to the public to ensure sufficient checks are in place." ............................................... |

He can get one in the Borders no problem and there is about 20 here driving, so whats the problem in Ayrshire Ps am I seeing things or is that Ell Tell back |

Is there any reason why a Criminal Background check to become a police officer should be more stringent to that of a Cab Driver? What is good for the goose is good for the gander. B. Lucky

I would suggest that not being able to vet the applicant is not the fault of the applicant but that of the authorities. That is not to say, that, anyone should be given a licence, but the problem lies in proving the applicant should not be granted a licence. If this is the case on what grounds does the authority deny a licence? I would suggest that the authority has no grounds other than what they cannot find out - the relevant information to deny a licence being the authority’s’ responsibility and not that of the applicant. Innocent - until proven guilty or.... |

Been here before haven't we gents. A Council has to accept a licence issued by another EU state. So I guess it also can accept another EU State's version of our CRB. We have had 8 Poles come to work with us and each have provided our council with a Polish Police record check. They go into their local Police Station with proof of identity, fill in a form and pay about fee. Within a week the Police station provide a certificate similar to a CRB. They then get a licensed interpretor to provide an English version, which has an official state to guarantee authenticity. System seems to provide all the same safe guards as the British system just without the delay and beaureacracy of the UK. |

But hasn't that system stopped a lot of the bad guys slipping through the net?
