It's reported that City of Edinburgh Council have refused to accept a licence application until details of the new vehicle are included in the application.

I understand that JD knows something about case history - it being deemed unreasonable to provide a vehicle when a licence hadn't been granted.

Have you got the specifics and the decision for this?

It seems like desperation from the council. Although the council employee has not been identified, it shows that there had to be a specific instruction from Corporate Services.

They can't do it, although they will tell you they can and what's more they will rather go to court than back down. I suspect they have written to you saying they can't make a decision on your application until they know what type of vehicle you propose to license?

If that is the case I'll email you tomorrow and put you in the picture.
