Dover District Councils proposals and now its law.From the 1st April 2004. We the trade hackney and private hire gets the letter 7 days later after the date of commencement. 1/ No vehicle over 3 years old will be licenced as HC or PH
2/ No vehicle will be licenced as a HC or PH after the 1st April 2007 unless its is less than 6 years old from the first registration and has travelled less than 300,000 miles. If the vehicle is purpose-built or adapted for wheelchair excess it must be less than 10 years old and for prestige vehicles maybe extended to 10 years at the discretion of the Licensing officer.
3/ All new HCD's and PHD's must do the DSA test and all present HCD's and PHD's must take the DSA test by 1st April 2004

Very interesting Stephen. The way I look at it is that there are two ways to allow those in the trade to make a reasonable living. The first way, and I'm not a great fan of, is to restrict taxi numbers. This allows a certain section of the trade to make good money, but alas on the backs of others. The other way is to improve standards. Many, over the years, have said the market going to be flooded, killed off etc etc. But if we improve standards, then those in the trade can make a good living without having to cut standards to make money. I'm also a fan of the DSA tests, but not for the existing trade. I'm assuming that your council knows that if they go down that route, they will have to change the taxi bylaws. And that can take forever. |
