Post subject:  Manchester Congestion Charge

It could be here by 2012, HC would be allowed free but PH would have to pay. How does this sit with councils NOT willing to issue more HC plates and will this make plate premiums even higher.

Maybe if the NPHA stopped f***ing around with silly issues and concentrated on major issues such as this, then it wouldn't need such a fight to get equal access for all.

If London can treat both taxi and PH as equals, when it comes to the congestion charge, you would have thought Manchester would follow.

All that said I very much doubt PH will have to pay the charge if and when it's brought in. The OFT might have something to say about it, and PH drivers (of which there are many in Manchester) and their families have many votes, and councillors know that. :wink:

All that said part 2, those drivers could just register as restricted PSVs and run as suedo PH without paying the charge. That would then lead to thousands of drivers not paying council licensing fees.

Restricted psv (8 seats are under) will NOT be exempt as they cannot be taxed as a "bus". Any exempt vehicles will only be allowed if the taxation class is correct.

If they have a blue disc in the window, they are a bus. :wink:

The amount of tax doesn't make a bus a bus, but a blue disc does. :wink:

Or is it an orange one for restricted licenses? :?

Sorry Sussex, you are in error (didn't say wrong :D ) it is how the vehicle is taxed by dvla that will count.

The blue or orange disc will make no difference, just try using a bus lane with one :shock:

Bear in mind that this will be done by electronic means and the GMPTE/GMPTA have taken over 15 years to try to implement smartcard technolgy on buses etc and are still no nearer to success :lol: :lol:

Does not inspire confidence in any ability for them to use common sense and create a level playing field.
It is NOT their intention to solve congestion, they just want a means to pay for the public transport that they can control/play with. If they solved congestion they would not have the income to pay off the loans they will need to match the government grants

Using london as an example. Does a hackney from outside london have to pay the congestion charge. If so Why??? A london hackney can use the bus lanes in bristol without penelty?

I think you are confusing the CC with the bus lane issue.

Taxis from outside London are not exempt from the CC, but are allowed in any bus lane that the London cab trade can use.

Oh yes they are, I have been through it, in and out of it and still haven't received any thing and that was 2 months ago
And even if I did I would not pay, as the sign said taxis not what taxis

I once went through twice in one day in one of my limos before I got an exemption certificate. The cameras didn't spot me either. I put that down to luck rather than anything else. I have also been through before and paid the charge and still got a penalty notice because the idiot operator didn't put my reg down correctly.
