SKDC has issued a warning letter to all hackney proprietors warning them of tougher action following a number of complaints. these include

1) Smoking in taxis
2) failure to display license plates on the outside of vehicles
3) Not drawing forward on the rank when the vehicles ahead of you draw forward or leave
4) Not displaying table of fares in the vehicle
5) not sticking to agreed prices when these are agreed ahead of the commencement of the journey

All drivers are threatened with automatic fines if caught transgressing

point 3 is going to be interesting because a lot of drivers on arrivsl at the rank leave their vehicle and go and chat to their mates and someetimes it can take 10 minutes before they bother to return to their vewhicles and move down . I would be interested to know how this is going to be enforcable after all I am unaware of any legal documents/rulings stipulating how much time must elapse before you are deemed to have committed an offence

I suspect that's why point 3 is what it is.

As for enforcement, well if they can't enforce it then they shouldn't be making a big thing of it. :?

Councils are not invested with the power to fine people so I assume they mean they are going to take cab drivers to court. It should be interesting to see how some of these bylaws stand up in court.
