07 Feb 2008 Taxi drivers defy noise ban over safety fears Taxi drivers are being ordered to stop blaring their horns outside people's houses – but they fear that will put their lives at risk. Taxi chiefs say it will mean they have to leave their cars to knock on doors in dodgy areas of Pendle - and could end up getting attacked or robbed. So they say they will ignore the ban. But Coun. Allan Buck, of Pendle Council's Licensing Committee - which agreed the code of practice which introduced the rule – says it WILL happen. He stressed the biggest cause of complaints against taxi firms is the noise they make at night. And he pointed out it is illegal to blow your horn in a built-up area between 11-30 p.m. and 7 a.m. Mr Mohammad Akram, of the Pendle Taxi Association, ended up tearing up the code of practice in the meeting where it was voted in, and is adamant drivers will ignore it. It is also about taxi doors being slammed, and he says that is customers, not drivers. But he added: "In dangerous locations - where it is impossible to get cars outside the customer's house – if the driver gets out to go to the door he will put his life at risk. "The taxi trade does not agree with this code of practice – it has been pitched against us. "We do a very difficult and dangerous job at dangerous hours. We request taxi users to make life easier for taxi drivers by waiting at the door or looking out through the window. That will minimise the problems." Mr Akram said a meeting between police and taxi workers had revealed there were 27 taxi-related crimes in January. "That's why we need to take care of the safety of taxi drivers," he said. Just this week, a taxi was stolen in Marsden Hall Road, Nelson, after a tall, white male in a dark jacket and cap pushed a driver out of the way as he returned from a house, and then drove off in the vehicle. It happened at 11 p.m. on Monday, and the vehicle stolen was a Toyota Avensis, registered number M20 MY. Mr Akram said: "We feel we are at risk in all areas at night. We have to take safety measures. This code of practice will never work. I accept it is a two-way story and we do understand people don't want taxis stopping outside their homes at night and beeping their horns." But Coun. Buck said: "They are breaking the law." He pointed out that drivers can only use their horn when they are moving and need to make other drivers aware of their presence. He added: "We have had lots of complaints about noise, especially in the built-up areas, which is where most of the pubs and clubs are." Coun. Buck added: "If we get serious complaints, we will take action. We have agreed it and it WILL happen. As far as I am concerned, that is it. Yep, I phone customers in Pubs and Clubs. Don't forget to withhold your number, or they phone you back after a drunken night out asking "Who's this?"
