The European Parliament's environmental committee voted on September 25, 2008 to oblige motor industry manufacturers to reduce carbon dioxide emissions in new vehicles by 2012, as well as fine those who fail to do so.

The vote rejected proposals from the motor industry to delay implementation of the measures and to reduce associated costs. However, the European Parliament has stuck to the European Commission's decision to reduce carbon dioxide in new cars to 130 grammes per kilometre by 2012, which represents a 17 per cent reduction on average. The European Parliament's vote has surprised the car industry and environmental campaigners, many of which believed lobbying from the motor industry would result in less stringent measures.
