Hmmmm..... it depends a lot on How they calculate it our council has some very creative accountamcy practises which show their licensing department to be making a huge loss on taxi licensing even though there are over 300 vehicles paying £180.00 a year and the £90 a year for the drivers badges all the council has to do for that is process the applications and issue a couple of documents and a plate and badge. Tests are paid for seperately by the drivers ! the enforcement officer only works 16 hours a week and that is covering ALL licensing not just taxis

I asked our council for the costs of taxi/PH licensing and received a reply that said that the cost was 25% of the running costs of the department.
