Answer:-Good idea. I had a dialogue with TfL about this last Christmas and ran something about it. But one of Ken Livingstone’s pre-defeat promises was to set up the congestion charging system so that people’s cards could be debited automatically when they entered the zone. Asked why this had not been done in the first place, he said there had been a software problem. The interviewer didn’t believe him. I didn’t believe him. I doubt anyone believed him. My question now is, why has Boris Johnson not introduced the system? Does he need the fines income, too? Is that how he’s going to help pay for the Olympics?"

I have no doubt if Livingstone was re-elected,the taxi trade would start paying the charge.
Just 10% at first,then 25% etc. You know the way this
man works.
