The project is part of a massive £3.5bn investment by French company Total. The project has suffered massive delays running more than a year late and hugely over budget. Main contractor Petrofac took huge losses as a result.
In other words short cuts were taken and the plant isn't fit for purpose most likely Oh and the price of natural gas and LPG is probably too low for it to be worth running the plant
It is called commissioning. You don't just turn these things on and everything works as planned. For instance, We have the test track facility here for all the trains. They can spend months commissioning new trains to get them ready for the track but they still have to continue the process when the trains enter service. They don't just send them out and expect things to be perfect.
