the people doing the testing must have been educated to at least A level standard. As such basic A level chemistry will teach you that most chemical elements in powder form are more reactive than in the form of a sheet or block

to test anything properly you have to model the actual conditions which is why emergency services use redundant aircraft,vehicles railway coaches etc for exercises and would test building materials by building a test wall and trying to set it on fire

Of course the mere mortals who have no A levels know that Conlit 150 is fire retardant up to 1000 degrees and more. Sandwich that between two sheets of pretty Aluminium and you have one hell of a fire block.
