We are all on about a single-tier system, but the truth is, we had one until July 2002.

The ultimate in single tier licensing was for us all to have licensed our taxis as PSVs, and operate to consistent national legislation.

So, in fact, the ultimate single tier was actually removed by Sec 265 of the 2000 Transport Act.

If they had not done that, we really could all have been equal. Because before the Sec was introduced, you could operate as a Hack or PH under the former PSV rules.

Are we therefore not now going backwards?

the problem arose in one of the scottish commission areas where the local council had high license fees, and they were turning the plates in and using the buses.(abusing single fare schemes)

thiis was never as intended by the law at that time, indeed drivers did not even need a badge under 8 seats.

So the law was "clarified" in so doing many rural services had to be suspended.

just one of those wheezes by smart alecs where instead of interpreting the law broadly they drove a coach and horses through it.

Do we need new legislation?

Taking into account that taxi laws go back to before the combustion engine was invented, then you could say yes.
