Interesting, and I like the bit;

The government now has a clear decision to make; it can back the OFT working in the interests of consumers of taxi services or it can back a narrow vested interest in pockets of the country

I thimk that is going to be the biggest problem. Getting customers to realise that fewer cabs is better for them.
Glad it's not my job.
