It will give a better idea of the situation.
If the councils that dont restrict are small ones with small populations it will give a better picture rather than numbers.

So you mean the bigger the population the bigger a con the whole thing is?
A better idea would be to find out plate values and thus the total value of the plates in each location, then we could find out which LA is the most anti-consumer in the UK.
