Well if that argument was going to stand any chance, then the DfT wouldn't have given their long list of councils recently.
As for what customers who can't get into a WAV would do, well firstly we will have to see exactly what specifications finally find their way out of the DfT, and secondly they will do what the do in London, Edinburgh, Glasgow, Manchester, Liverpool, and the hundred or so other mandatory councils.
