What it has to do with is poor standards.
If there are that many drivers who don't know where they are going it shows that their knowledge test is either too lax or non existant.

If standards were higher, there would be fewer drivers and consequently fewer cabs, since there would be no one to drive them.

Perhaps you good pro deregulators better make clear what you want....because from where I'm standing you seem to want all things but have no actual idea of how to achieve them.

I'll tell you now, just lifting the limit on cab numbers and then blaming deregulation for the predictable free-for-all isn't the answer.

Neither is allowing an unfettered amount of drivers to compete for a limited supply of cabs.

It would seem that people in a much higher position than we mere mortals, would disagree with you, they seem to be in favour of removing the knowledge test, and replacing it with an NVQ.......

Move to cap taxi plates sparks row

A split is developing over proposals by the Fianna Fail chairman of the Transport Committee Frank Fahey to impose a moratorium on the number of taxi plates being given out by the taxi regulator.

At a private meeting of the committee last week, Fahey, in a memo titled 'Taxi Regulation (Amendment) Act 2009', suggested that "no further applications for licences shall be received... save for replacement of those lost or destroyed'' and that any cap should last for four years.

Significantly, legal advice received by the committee indicates that Transport Minister Noel Dempsey is "empowered to give such general policy directions'' to the taxi regulator.

However, the proposal has sparked opposition amongst Fianna Fail's Green Party allies. A senior source said the party "was not keen on this proposal".

A spokesperson for the Taxi Regulation Commission said it "had not been consulted on such a proposal".

Cap on taxi licences proposed

A cap on the issuing of taxi licences has moved a step closer, after a report found that it was ‘‘legally possible’’ to issue a moratorium for a specific period of time.

Taxi drivers have been asking the taxi regulator to stop issuing licences, but the calls have been opposed by bodies such as the Competition Authority.

However, all-party agreement is now being sought at the Oireachtas transport committee to back recommendations to Noel Dempsey, the Minister for Transport, to put a cap on licences for three to four years.

It comes after a new report - carried out by senior counsel Eanna Mulloy for the committee - has shown that it is ‘‘legally possible’’ to bring in the cap for a period of time.

It is understood that the committee discussed the report last week, and that Fianna Fáil members were in favour of the moratorium.

All-party agreement for the plan is now being sought.

The committee will request appearances from taxi regulator Kathleen Doyle and representatives of the taxi unions in the next fortnight, before final recommendations are put to Dempsey. The Sunday Business Post understands that Mulloy’s report showed that a moratorium would not be in conflict with the current legislation, were it put forward on the grounds of qualitative restrictions required to improve the standards and quality of service in the industry.

The number of taxi licence plates has swelled in recent years, and there are currently 12,500 plates active in Dublin. Nationwide, the figure is over 26,000, according to the National Taxi Drivers Union (NTDU), which has campaigned to have a cap placed on the issuing of licences.

I wouldn't hold out too much hope of that happening Certainly not for four years even if did turn out to be legal.
