I have found Warriner v York City Council easily enough, but can't find Regina v Weymouth anywhere, even on the Internet.

I have no problem with plates being transferred, just don't want taxis numbers restricted.

You must work in a utopian neck of the woods. I wish it was that way in Brum.

We've actually got plate value again in Brum even though we have had de-restriction since 1996 & will probably continue to have for the forseeable future. Except our plate values are 'in reverse'. The whole thing has turned full circle. Let me explain.

What has now happened in Brum is that we are now so swamped with Hackneys (& PHVs) that those now coming into the Hackney trade & wanting a free issue, quickly realise that they will not be able to earn enough, even working 14-16 hour days, 6/7 days a week to pay the 'monkey' on a brand new HCV. Remember, Birmingham has a quality policy of new HCV licence must have a new vehicle.

Not being able to afford a new vehicle to collect their free issue plate, they then go into the market & buy old plated Hackneys. R reg plated Hackney £6-7K down to M reg plated Hackney £4-5K. That is quality control & full de-restriction for you. Obviously there is no plate value on HC vehicle that are nearly new.

Are Hackney licence numbers controlled in your area? What policies does your council have to limit numbers other that by restricting the numbers for restrictions sake?

If plates are restricted then the plate premium has everything to do with a closed shop, and nothing to do with hard work, or goodwill.

As my good friend Mr Bellamy said in the Royden case. :wink:
