Taxis and Private Hire

Salford City Council has during the course of the year consulted with members of the public and the business community as regards the provision of taxi services in the city. We have also consulted with members of the taxi and private hire trade on draft proposals to update the current council policies and conditions.

The feedback we have received from the initial stage of consultation has helped us to formulate a new and comprehensive draft taxi and private hire licensing policy.

The main changes proposed in the new policy may be summarised as follows:

* Removing the current restriction on the number of hackney carriage licences issued by the council
* Increasing the types of vehicle that may be licensed as a hackney carriage
* Introducing emission standards for all vehicles rather than an age restriction
* A requirement for drivers to undertake additional training to improve the standards of customer care offered to the public and enhance the knowledge, skills and professionalism of drivers
* A requirement for enhanced CRB checks for drivers
* Publication of the examination and testing requirements for taxi and private hire vehicles undertaken by Vehicle management Services.


Hard copies of the policy are also available, to be viewed at Turnpike House Reception, Civic Centre Reception and libraries throughout the city. Additionally, copies can be obtained by contacting the Licensing Section of the council, whose details are below.

The council welcomes responses to this draft policy. You may respond by emailing to licensing@salford.gov.uk or in writing to the address below. It would be helpful if you would indicate whether you are a member of the public or connected in some way with the taxi trade, and if so how.

Responses must be received by 31 January 2009.

This looks like a goer to me but if it is not done right then there is every possibility that salford could become the Berwick of the Northwest.

I believe more talks have taken place.... but how well it has been presented by the trade is another matter entirely

It appears Salford have again confirmed they are to de-regulate, although one or two drivers are considering an injunction.

The implications will not bode well for Manchester.

I heard a deal had been done on the waiting list issue, and that all new plates would be issued via a ballot.

This is not to be confused with Salford which is the neighbouring authority. Salford were expecting the BBC at their new Media City complex, however, it now looks as though only 1500 jobs will transfer, rather than the 15000 expected.

At a council meeting on Monday 6th Salford did re-confirm its decision to de-limit. An injuction has been discussed but, the council have taken from last september to reach this decision after public consultation and two open meetings. What grounds can there be for a successful aplication to the courts, "lack of consultation" I doubt it.

Manchester, public consultations started on July 9th. The consultation period runs until September. The licensing committee will the decide what to do on the 29 November, this decision will then be ratified by full council on December 2nd. These meetings are already booked and published, why would they book a full council meeting unless they were going to de-limit.

The existing Manchester plate holders are pinning thier hopes on a lottery sytem to keep the managed growth policiy. The councils policy up to date has been proven unlawful by an employment tribunal. Over 200 asian's are among the aggrieved, discrimination against them has been suggested. De-limiting may be Manchester's only option.

Indeed there is little or nothing to be done, but usually someone says otherwise and ends up costing the lads tens of thousands.

I got to object to how you phrase people 'the lads' when they're obviously opposed to you're idealogy.....'b*stards' I can accept, but 'the lads' gives the impression you're on their side. :D
