Yet, over recent years, the overall standard of Cardiff’s black and white cabs has fallen as the city council has raised the number of hackney licences.

This change has helped deal with the problem of bogus, unlicensed drivers, and the accompanying crime risk, but has created its own problem of falling standards and resentment among long-standing drivers.

If Cardiff council is going to deal with this, its first challenge is to win the confidence of the city’s long-suffering cabbies.

A gold-star accreditation scheme may be the best way forward, yet it will not work without the support of the very ambassadors the city needs.

I'd say it was the cost of p*ss poor enforcement rather than deregulation.

Not without going for a long dig, I seem to remember a thread a while back saying they were well and truely swamped with cabs in Cardiff since deregulation, not sure if it was on here or a BBC news thread, if I find it I'll link it later.
