Can anyone interpret the following passage from a letter by Doug Ellard in this month's Taxi Talk, at page 28:

"In past issues of Taxi Talk some have voiced an opinion that the OFT report on deregulation of the taxi trade did not affect London as the Knowledge test was in itself a regulatory factor. Mike Hughes' article clearly illustrates that this is not the case. It is the quality and willingness of the applicant to put in the effort required being the only 'regulatory factor'."

I think he is saying, in a cac-handed way, is that standards matter, but numbers don't.

First time in my life I have agreed with a London Cabby. :shock:

I think I see what you mean, but it was the relevance of the OFT report bit that baffled me :-k
