If drivers from any area decide that the cost of buying a WAV is prohibitive, then they will choose to either stay PH or taxi journeymen.
But surely it must be down to drivers to decide what's best for their own individual circumstances, not an out-dated and flawed quotas system, being kept in place by out-dated and flawed councillors.
