Not really a change of mind here TDO, have aways felt the same - that regulating HC numbers in a free market is generally a bad thing, as is over-regulating the types of vehicle.

In 25 years of being involved in the PH trade though, the one aspect of this that really had an impact on my earnings was the total numbers of licensed vehicles (HC and PH) that were working.

The regulating or deregulating of HC's had very little to do with these totals, as any extra (perceived) demand was met by putting on extra vehicles, of whatever type was available to be put on, within the prevailing legislation.

It is the measuring of this demand and how this translates into total licensed vehicle numbers that is the crux of the matter in the long run. (The lack of accurate measurement being a very current topic at the moment.) :sad:

But that is an entirely different matter to the question of what is the optimum balance between the number of HC and PH vehicles in any particular town or city.

Yesterday Dover kept its policy of restriction and Bournemouth licensing committee has recommended to the full council meeting on 18/4/06 that its policy remains unchanged. Both decisions were predicted.

Current situation

Unrestricted 246 = 71.8%
Restricted 76 = 22%
Undecided 21 = 6.2%

Other than draconian control of the taxi trade and vested interest I can't for the life of me see the benefit of restriction. Certainly not for drivers and customers.

So, what's the point?
