Manchester's long awaited Random selection (not lottery or raffle, that term might put some religons off asking for a plate) takes place on 29 Nov next. Manchester have changed the criteria for this issue of licenses, have they made a rather large mistake.?

Yes.

How can anyone believe it fair to insist those taxis are less than two years old?

What reason, other than a restriction of trade, can be deduced? :?

Yes Sussex you are right. The amazing thing is the previous case was against themselves. The could be forgiven if it had occured somewhere else and thay had missed it, although even that is a flimsy excuse.

Chester and West insist on new WAV vehicles with only delivery mileage... Chester (Blue) Zone
The Chester Zone (denoted by a blue triangle on the Hackney Carriage Licence Plate) restrict the colour of Hackney Carriage vehicles to black and only allow models previously approved by the Council's Licensing Board to be used.

There is no limit to how many people may apply for a Hackney Carriage Driver's or Vehicle Licence, however Vehicle Licences may only be issued for a brand new vehicle. For Health & Saftey reasons and to ensure ease of access for customers with mobility diffculties, the Council will only Licence Hackney Carriage Vehicle Models that have been pre-approved by the Cheshire West and Chester Council Licensing Board. Manchester Council seem to have made a mistake (as I predicted) with their random selection draw November last. It now turns out most of the first 59 names drawn out of the hat never met the criteria for applicants and should not have been there in the first place. An emergency meeting is called for tomorrow afternoon with the cab trade comittee to try to sort this mess out. Solicitors are sharpening pencils as I type.

Apart from being 'fit & proper', what other 'hoops of fire' must the applicants jump through?
