Well let's start with two 'damn site easier' questions.

How would the survey folk differentiate between PH phone work and HC phone work?

How would the survey folk differentiate between PH work serviced by locally licensed cars, and PH work serviced by non locally licensed cars?

So now that the first question is easy to answer, we now have 4 more questions which fall into roughly into the same category of difficulty to answer as the initial question.

Now there's a point - they can't tell what demand HCs in a particular area could be servicing elsewhere.

In which case the whole country should be derestricted. :lol:

What swung the decision in Wirral was the fact that 114 licences were handed back to the council. Wirral like a lot of other councils that de-restrict, will only license a WAV 3yo or newer, therefore the applicant has got to spend £20-30k and lots of new drivers went under. It has got so bad that one of the loan sharks-sorry finance companies that specialise in taxi finance are thinking of blacking Wirral.

So how many of the 114 simply moved on to pastures new or retired?

114 doesn't sound that much over almost a decade with a fleet of 2-300.

I dont' think it was over a period of 10 years because the numbers have been quite static for the last few years. I'm not entirely sure where you'll get that kind of information from

Yes, but even if numbers are relatively static there will still be new vehicles coming on and others departing.

Or think about it another way - even if numbers were restricted for twenty years then it's not going to be the same people owning the plates at the end as started at the beginning. Some will be, but a lot will have changed hands.
