I am asking Bury Council to look at Re- limiting the number of hackneys but officers ded against it, me think have my work cut out.

I fully understand.

I might not share your views on taxi quotas, but if I did I would suggest you get your local trade to fund a SUD survey.

That is the min requirement you will need to get things going.
