Bollox, you know it and I know it, a councils job is to issue licences on laid down criterion to protect the public, not fleece them with premiums.
by the way a council is not allowed to profit from licence activities they can only cover thier costs.
it seems scanner in your patch you have managed to get a council to pay the costs and put a decent front on a cartel, its disgracefull.
you say one thing then say another to make it look decent £5 £50 or £500 let alone £5,ooo does not make what you advocate decent which in effect is fleecing the public in cartel city.
premiums are wrong whoever and whatsoever charges it, if a council does it it makes it decent? no.
