40. Given this, we would expect far more compelling evidence of market failure than that produced by the OFT before local discretion was removed. Our investigation has convinced us that the Office of Fair Trading study is partial, doctrinaire, sloppily conducted and does not provide sufficient evidence to support any change in the law which reduces local discretion. Just thought it worth stating in full on this forum

Why take it so personally. You yourself like to post reports yet seem to dislike others doing it. What is this then when you state "I look forward to seeing you again when the Minister replies" ...... a little but childish I think.

We are at that point now arnet we Scanner, those who went childish and had a boo at the OFT report now come back to quote the select committee. you of all people should not accuse anyone of being childish. that we have not had any sensible debate actually suprises me, Sussex I am affraid we are now in the murky waters of ugly politics, yes we knew the OFT report was lacking we said so at the time, though your comments quoted Scanner realy is a thirty grand gloat, all you have is hope. the select committees report, quoted by Nigel as unimportant beffore he read it and now it aggrees with his sentiments upping in importance, is not that impressive as an attitude. well Blair on university fees and Iraq is so to speak up to his neck in it and its possible that he will stall and not act, he needs to beccome a popular little lad again. its realy is no way to run a taxi industry, you Scanner do take the biscuit. |

We are all forgetting that as long a go as 2001, the government wanted to be rid of quotas. That was their view then, and why should it change on the back of a selective Select Meeting. Take my word for it, watch this space.
I mean who mention the consumers, about 60 minutes before OFT? Hmmmmmm.

When a previous Transport Committee examined taxis and PHVs in 1994 it supported ending of quality control "but with an important qualification" that there should be a proviso allowing a licensing authority to receive a derogation "where it can show that to remove numbers control would cause significant problems of congestion or a risk to the safety of the public"[5]. Our predecessors recognised the need for local conditions to be taken into account. We would go further. As Mr Perkins of the National Association of Taxi and Private Hire Enforcement Officers said: "a taxi service is a local service and local authorities are in a very good place to assess what the need is and to consult the local population to establish a system that is satisfactory for that particular area."[6] We would need strong arguments before we were convinced that local authorities' powers to set policy for their area should be overridden.

Then we will see. ![]() So first we'll wait and see what the OFT report concludes, then we will see what the select committee points out, now we're waiting for a Minister to reply. So what happens when he doesn't deliver Suspect Man, will you be telling us we'll have to watch some space for the PM to comment. Is it only when he comes back and tells you personally that he's not going to give you a H/C licence that you will accept that your not going to get one following the OFT report. We have 2 ears and only one mouth, maybe thats because we should listen twice as much as we speak. B. Lucky |
