In my view they didn't, but I know some think they did?

So is asking for the compulsory 'Turning Circle' to be removed, being anti DDA.

Or are they saying that there should be far more choice in the Cities? :D

You really need to have a few moments alone SM.

Try changing things yourself, using your own arguments, instead of waiting for someone to come along and do it for you.

Oh very bright, I think someone has missed the point of a discussion forum. :?

My point is that some on TDO, and some unions/associations elsewhere, have implied that the OFT report is anti DDA.

I can't see where it is. :shock:

The report says;

Those LAs which have required vehicles to be wheelchair accessible have primarily followed the specifications laid down by the MCF. These
vehicles, however, are not necessarily the most accessible for those with
impaired mobility who do not use a wheelchair.


This I don't take as a pop against WAVs, just a pop at those councils that only allow WAVs with a pointless (outside of London) turning circle.

Especially when the turning circle has been deemed unsafe. :shock:

The DDA outlaws any act by a service provider which does not allow access to their premises or service to people with a disability.

As the majority of disbled people are not confined to a wheelchair to have a full fleet of WAV's (in their current form) could be constrewed to be discriminatory.

Many more vehicles are now suitably tested to full body M1 specification so to suggest that only vehicles with a "turning circle" which complies with the PCO's conditions of fitness should be allowed is, as you quite rightly state, pointless.

I do doubt however the validity of your statement that they have been deemed "unfit" and would appriciate information as to who made that statement and where I can find it published.

But the one thing I can't work out, is how the disabled customers that can't manage WAVs, get around in the big cities. :?

You are more than welcome to question my validity.

But it wasn't me that has questioned the safety of the turning circle, it was the Transport Research people's study into the Metropolitan Certificate of Fitness.

The PCO said it recommended the COF stay, that was until Cab Direct's lawyers read it.

Hence the renag over the COF.

The story is in the archives, and there has been many posts on this issue.

were gonna disagree here bud!

the OFT implied that the high initial purchase price of a WAV hindered entry into the HC trade, although I havent got the report in front of me, I understood that it recommended no barriers for entry, such as the price.

Now putting two and two together, I figure that this means they want PH to exchange their plates for HC plates, this will in effect stop investment in WAV's.

The way I read the report, is that OFT was bemoaning the fact that some drivers had no choice but to buy a TX/Metro.

As opposed to a £20,000 van convert. :wink:

Taking into account that OFT mention Phase 1 in the report, and appear not to be negative to it, I'm assuming they don't have a view on the DDA, just the anti-competitive price of the TX/Metro.
