In short, a minority of council restrict the maximum number of HCs(taxis), that they will license.
When a council lift that restriction, thus allowing an open market, that is commonly called de-limitation. Although the scare-mongers often call it deregulation, which it isn't.
The PH trade has never had any restrictions on numbers, the laws don't allow for it.
So the question I would ask if I was a novice member of the public, is if the PH trade can cope and flourish without numbers protection, why can't the HC(taxi) trade?
