APPLICATIONS FOR THE GRANT OF A TAXI LICENCE


The Licensing Committee at a meeting held on 4 June 1997 took the following decision with regard to the consideration of applications for the grant of taxi licences-


For the purposes of Section 10 (3) of the Civic Government (Scotland) Act 1982, 1428 remains the number of taxi licences considered necessary to meet the demand for the services of taxis in Glasgow but nevertheless there will be no significant unmet demand for the services of taxis until the number of taxi licences falls below 1418*. Applications for the grant of a new taxi licence will normally therefore be considered having regard to that limitation and, for reasons of fairness to all in applying the limitation, will also be considered in chronological order ie by reference to the date and time of receipt. However where the holder of a taxi licence fails to apply timeously for renewal, that licence will normally not be re-issued for a period of seven days following the expiry date. If within that period the erstwhile licenceholder lodges an appplication for the grant of a new taxi licence and can satisfy the Director of Legal Services at the time of lodging that failure to renew was through inadvertance or misadventure, then the Director of Legal Services may grant, if so requested and on submission of the appropriate application form with the requisite fee, a temporary taxi licence, pending determination of the application for the grant of a new taxi licence. The latter application will then normally be given priority over all other applications for the grant of a new taxi licence notwithstanding their date of lodgement and the general rule, as aforesaid, as to the consideration of applications in chronological order. In the application of the above policy the Licensing Committee will have regard to any submissions made by an applicant as to why he or she should be treated as an exception to the policy, although, unless the circumstances are exceptional, the policy will normally be applied.
