The "overworked Licensing department" made me smile.

Warrington LA doing enforcement at Manchester Airport? Hiring Local Police for a day to pull maybe 6-8 cars doesnt seem like sensible spending to me.
I'll keep my other opinions to myself, to avoid confrontation (for the moment anyway).

Well if Jacobs thinks quotas are good in some places, but not in others, then some of their reports must be fundamentally flawed, don't you think?

It is interesting this, from what I have been told Jacobs were supposed to be looking at the way the council officers work in conjunction with the hackney and private hire trade, I do not think that any demand survey has been carried out,
and just for TDO I been shooting this morning and it still works well, you're always welcome to come, learn how to put a bit of meat on the table when the Times are hard, that is assuming you don't already??

have spoken to a number of consultants over the years and one of the first things they look for, is the relationship between the Hackney and private hire trade with the licensing departments, what they have said to me is that if there is no relationship and both parties are continuously fighting each other, then no harmony can be achieved, no working policies that is beneficial for all involved, in these cases they almost always recommend the de- limitation of numbers, the train of thought being you can't make matters any worse. eusasmiles.zip
