Is this another classic case of someone speaking without thinking?

Was the gentleman representing NATPHLEO, or representing himself? If he was representing NATPHLEO, why have they been so quiet on the OFT issue before and after the report's publication.

The Institute of Licensing have been refreshingly open on the quota subject. Perhaps others could learn from them. :wink:
