Professor Paul Dempsey's study uses as an analogy an exhaustable resource to which everyone has acccess - in his case a bit of common grazing land - if unfettered access is allowed then the area will be overgrazed and eventually the grazing land will simply be no more.

He claims the taxi trade is like this, but it isn't - fishing might be a better comparison - if uncontrolled fishing is allowed then eventually the fish will be wiped out.

But the taxi trade simply isn't like this - however many drivers there are there will still be more customers tomorrow.

Professor Dempsey has got it wrong - anyway he's talking about deregulation, not de-limitation.

Yeah. The terms deregulation and delimitation are too often confused. The Taxi trade wont work with deregulation. Everything needs rules.

Even the term delimitation isn't technically correct. WHat is being discussed is changing the system of limitation from draconian Council regulation, to limitation by market demand - as has always been the case in the PH industry. All Council limitation does is protect " a few" without really protecting anything at all, as limitation of Hackneys in any given market simply pushes the market demand to use unlimited PH vehicles.

Delimitation as its called, cannot be the big ogre. All it will do in practice, is increase the number of hackneys, by an equivelent number to the decrease of PH in any given area. Overall, I would very much doubt that the overall number of vehicles in a given area would actually increase at all. However, that comment is based on delimitation. If delimitation were coupled with deregulation as in Ireland, serious problems would ensue. We need proper regulation, whether we like it or not, for the sake of both the passengers and ourselves.

Deregulation is the phrase of the 'scare-mongers', and those living in the past.

Back to the thread's topic. Having just glanced at PHM it seems that Mr Roland is anticipating having details of the OFT study in his December edition.

I hope he is right, but TDO will have it out first. :wink:
