when you say consult could you clarify please one thing i will say is we have had no horror stories of unlicensed cabs in our area and our hackneys are clearly id'd with top light rear plate and 2 18 by 12 door signs sayin bla bla council licensed taxi this vehicle can ply for hire what more do they want?

If council officials/councillors want to change something then they first need to consult stakeholders. Doesn't mean they take a blind bit of notice, but when they present the consultation to councillors then those councillors should take note of the views of those that replied to the consultation. The decision also mustn't be viewed as a decision that no reasonable person(s) would take.

If any of the above didn't take place then the trade might win a judicial appeal. If all the above has been adhered too then they trade has an up-hill battle.

Personally I think a council set colour/corporate ID is a good thing, as long as plenty of time is given to the trade to change. Maybe at the next change of vehicle.

in my borough we all disagree strongly with colour codes and as far as we can see the guy wants the colours just to say look what a clever boy i am

The fact that 100% of the trade don't like a policy alas is not a good enough legal reason for it to be changed by the courts.
